Allen was born on January 11, 1969, in Rome, Georgia, the son of Marilyn Humphrey and the late Robert Lee Humphrey. He grew up on St. Simons Island, where he developed a love for the outdoors and a deep appreciation for family and community.

Allen formed one of the most meaningful relationships of his life while attending Valdosta State University. Here he met his best friend, Lori Brass, whom he married in 1993, beginning a marriage rooted in commitment and care. In 1995, Allen began his career with the Muscogee County Sheriff's Office, where he served his community with pride and integrity. Two years later, in 1997, he experienced one of his greatest joys with the birth of his son, Thomas. Outside of his work, Allen embraced life through the simple joys he loved most. He was an avid outdoorsman who found peace in hunting and fishing, and he took great pride in grilling for family and friends. He also dedicated time to coaching football, sharing his passion and values with young athletes. A devoted fan of the Georgia Bulldogs football, Allen rarely missed a chance to cheer them on.

He is survived by his loving wife Lori; his son,Thomas; his mother, Marilyn Humphrey; his brother, Mike Humphrey; his sisters, DeeDee Cate and Amy Bailey (Jackie);  and his cherished nieces and nephew. He was preceded in death by his father, Robert Humphrey; his brother-in-law, R.V. Cate; and his nephew, Dylan Cate.

Allen will be remembered for his loyalty, his devotion to those he loved, and the lasting impact he made on the people around him. His legacy lives on in his family, his friendships, and the many lives he touched.
